On 26 July 2019 the Strategic Rocket Forces conducted a successful launch of a Topol ICBM from the test site in Kapustin Yar toward the Sary-Shagan test site in Kazakhstan. According to the official statement, all objectives of the launch have been met.
The statement did not say what were the objectives of the test. However, most likely the launch involved a test of one of a re-entry vehicle. The missile that was used in the test was probably the Topol-E modification of a standard Topol missile. Russia conducts several launches of this kind annually. The most recent successful launch took place in December 2017. It appears that Russia attempted to launch a Topol-E missile from Kapustin Yar in December 2018, but that launch was unsuccessful.
