Russia is building a new early-warning radar in Irkutsk region, the head of the Spetsstroy was reported as saying. Details are scarce, but the the radar is probably being built at the Mishelevka site. It is not clear yet what kind of the radar it is - Voronezh-DM as the two radars at Armavir or Voronezh-M as in Lekhtusi.

Pavel: Did they already start with the constuction or is it intended for 2011 or so?
It looks like they started the construction, but it may be still at the very early stages.
Are both of the Armavir radars finished then?
What is near by Kaliningrad?
