In a traditional address to the press that marks the anniversary of the Strategic Rocket Forces, commander of the Rocket Forces, Sergei Karakayev, announced that by the end of the year, his service will add 15 RS-24 Yars missiles to the divisions in Novosibirsk and Nizhniy Tagil. That would be one battalion of 3 missiles short of the two complete regiments, i.e. 18 missiles, that he promised to the president in November.

It is not clear where this leaves the 2014 deployment plans. In November, the military were saying that 22 Yars missiles will be added to the force in 2014, but this number probably assumed that 18 will be deployed in 2013. Or maybe not.

UPDATE 12/18/2013: Next day, Karakayev told the press that in 2013 Novosibirsk will receive a complete regiment (9 missiles), while Nizhniy Tagil will only get two battallions (6 missiles total). In 2014, he expects to add one more regiment to the Novosibirsk division, bring the number of regiments in Nizhniy Tagil to two, and to deploy a silo-based regiment in Kozelsk. It appears that the 2014 regiments will be incomplete - the earlier plan was to deploy 22 missiles in 2014.
