The Rocket Forces are keeping some missile silos intact in case they have a few spare missiles to put them into. A source in the Rocket Forces told Interfax that starting in 2003 as many as 18 silos that had their missiles removed have been mothballed and will not be destroyed (this means, among other things, that they will be counted as active under the START counting rules). The source did not say which silos are being kept, but a look at the START Treaty exchange data shows that there are 12 empty SS-18 silos at the Uzhur division and at least six more at the division in Dombarovsky.
