It turned out (thanks to NK forum readers) that it is not unusual at all for Kometa recon satellites to be launched into orbits with inclination of 64.8 degrees. Of 20 Kometa satellites only eight have been launched into a 70.4-degree orbit (Cosmos-1608, Cosmos-2021, Cosmos-2078, Cosmos-2184, Cosmos-2243, Cosmos-2284, Cosmos-2349, Cosmos-2373), others have orbits with inclination of 64.8, just as Cosmos-2415. So, the satellite launched on September 2nd is a Yantar-1KFT/Kometa.
