Tula submarine is nearing end of overhaul

One of the three Delta IV/Project 667BDRM submarines that are undergoing overhaul - Tula - will soon return to the sea. It will, however, take some time to go through sea tests and load the missiles, so for the moment the Delta IV force stays at three submarines.
