Russian government tried to give the Glonass program an extra push. According to its June 9, 2005 decree, all kind of things - from space launchers and reentry capsules to ships, aircraft, railroad cars, and even some trucks - will now have to be equipped with Glonass (or Glonass/GPS) navigation receivers (by the end of 2008 to be precise).
The government correctly identified the problem with the system - even if it succeeds in deploying a complete Glonass constellation, there are no users on the ground who could take advantage of the system. It is unclear, however, if the current measure will be of any help - right now it looks more like a corporate pork to manufacturers of the Glonass equipment.
