Cosmos-2251 (22675, 1993-036A), the satellite that collided with Iridium 33 (24946, 1997-051C) at 16:56 UTC on February 10, was a Strela-2M communication satellite, launched on June 16, 1993. According to the Space Forces, the satellite stopped operations in 1995.

Media reports in the United States seem to indicate the Russian communication satellite was inoperable and had been for some time. Does Russia have a policy to deorbit decaying satellites? Are these media reports accurate as to the satellite’s operational status?

they say that Persona satellite launched last year stop working in February.
Persona originally have life time 7 years but stop working after several months.
Does anybody know is this end of all persona's satellites, I mean will russian defense ministry launch any new persona satellite in future after this.
