The Secrecy News blog of the Federation of the American Scientists published an interesting document a few days ago - The Altay Optical Laser Center Sourcebook, prepared by Allen Thomson (pdf document, 4 Mb). According to the documents compiled in the sourcebook the Altay Center has "a laser rangefinder for precision orbit determination and, for the first time in Russia, a telescope (60 cm aperture) that has been equipped with an adaptive optics system for high-resolution imaging of satellites".
Another news related to space surveillance facilities is a report about a new X-band radar space monitoring facility that is constructed near Nakhodka in the Far East. According to Vladimir Popovkin, this facility, which is similar to Krona system deployed near Zelenchukskaya, will begin operations in 2008.

Was there ever a subsequent announcement about this site?
The latest that I have is that the facility, known as Krona-N, was undergoing tests as of summer 2010. Like the Krona at Zelenchukskaya it includes two radars - with dm and cm wavelength range. It does not, however, has laser or optical equipment.
