June 21, 2005 just wasn't a day to launch anything into space. First, the Molniya-M launcher failed after six minutes of flight and crashed in Siberia.
Then, at the end of the day, the Volna launcher failed to deploy the Cosmos-1 "Solar Sail" satellite into orbit. The Volna launcher is a converted R-29R SLBM. It was launched at 23:46 MSK (19:46 UTC) from "Borisoglebsk" submarine of the Delta III/Project 667BDR class from Barents sea. According to Roskosmos, the first-stage engine stalled on the 83rd second of the flight, so it is most likely that the satellite has been lost.
