It increasingly looks like the Bushehr reactor will not begin operations in September 2007, as Russia and Iran announced in September 2006. Indications of a possible delay appeared earlier, but Russia generally insisted that it is determined to see the project through. In reality, however, it seems to be reluctant to go ahead with the project unless Iran settles the issues with its enrichment program. Technically, the reasons for the delay this time are problems with payments and with non-Russian equipment, but it is difficult to say how real these are.

I know I'm a cynic but, didn't they(Russians) address this problem before going ahead with construction? What is changed since they made the decision to go ahead with construction and now?
I can understand delays because of non-payment/non-Russian equipment(who's supplying this non-Russian equipment?) Thoughts.......

Iran has made a political decision to convert all of their international payments from dollars to euros, but the Busher contract is dollar-based. So Russia demanded that the contract is officially amended. While it can be seen as a reasonable step from the legal standpoint, some observers state that the true driver is Russia's desire to buy time until the next UN resolution is out.
So, we will have 4 silo-based and 3 mobile more Topol-m. The grand total will be raised to 48 silo-based and 6 mobile. The grow rate continue at the same levels

Not too long ago the Russian media was quoting a fairly rosy picture with regards to Bushehr, now they're hesitating. The only thing I can put my finger on is the latest Putin trip to the Middle East. Could a new, stronger alliance with Saudi Arabia be a possibility? I seriously doubt the Americans will sit idle on that.
Finally, does anyone know where the Non-Russian equipment comes from?
Iran now wants to settle the payments. Who knows what happen after the payment! I think Russia is just delaying the construction as long as possible!
