Some time ago I suggested that Russia should be allowed to ship the fuel for the Bushehr reactor to Iran regardless of whether UN decides to impose sanctions on it. Apparently, things are moving in the right direction - Reuters reports that the sanctions package prepared by the EU3 will exempt the Busher project (thanks Iran News run by the Managing the Atom project for the link).

It would be very interesting to figure out, in this context, what is in the Russian draft resolution presented on Nov 7, which Bolton immediately rejected as a departure from the previously agreed position. In principle, it would have made sense for Russia to focus on the transfer of missile technologies. Making an exception for Bushehr, as the EU-3 suggested, is certainly not good enouph, since Moscow fancies new contracts.
I agree, Bushehr is not the only issue for Russia there. But it still will be in Russia's interest to de-link it from everything else.
By the way, the Bushehr launch may be delayed again.
