It appears that the commander of the Space Forces was a bit too optimistic when he said that the early-warning radar in Kaliningrad was "already functioning." Vladimir Popovkin, the first deputy minister of defense, told journalists that the construction of the radar will be completed in 2016.

That sounds more realistic, especially given the fact that radars in Lekhtusi and Armavir apparently have not been accepted for service yet (even though it was reported earlier that the Lekhtusi radar began active service in December 2009). The current plan is to bring the Lekhtusi radar online in 2011, and to complete tests of the two radars in Armavir in 2012.
