On 30 April 2009, one Tu-95MS bomber was transferred to the Military aviation engineering university in Voronezh, where it will be used "for practical training". The bomber, No. 23 "Tambov", was apparently flown to Voronezh from the Ryazan training center.

It is not clear if this transfer is related to the change in the number of deployed Tu-95MS bombers reported in the last START MOU - it changed from 64 to 63. Strictly speaking, the bomber in Voronezh would still have to be reported in START.
