The next military satellite, Cosmos-2420, will be launched from the Kapustin Yar site some time in April 20-30. According to a Prime-TASS report, the satellite will be launched by a Kosmos-3M launcher "in the interests of the Navy" (Parus?).
The launcher was reported to be manufactured at the Polyot plant in Omsk - the first one after the decision to resume production there. The transfer of Kosmos-3M launches to Kapustin Yar reconsiles them with the plans to stop launches of UDMH-fueled rockets from Plesetsk. There are some questions, however, about this plan - it doesn't seem to preclude launches of Rockot (the launcher was just cleared to resume flights after the failure in October 2005).
