It is officially confirmed - the Space Forces are moving all their activity to Plesetsk. General Vladimir Popovkin, the commander of the Space Forces, announced at a press-conference that all his units will be withdrawn from Baikonur in 2007-2008 (the process is already underway).
The Space Forces will also leave Svobodnyy. Although Popovkin mentioned that that site will be mothballed, it is unlikely the the Space Forces will ever return there.
