The plan to resume production of Kosmos-3M at the Polyot plant in Omsk is getting closer to reality (so much for the promise not to launch it anymore). During his recent trip to Omsk, Anatoly Perminov, head of Roskosmos, signed an agreement with the Omsk regional government to go ahead with the plan.
The only way to square the recent news about the Kosmos-3M is to assume that the launcher will not be used for military payloads, so the military are technically right when they say that they will stop Kosmos-3M launches.
