Kometa or Orlets?

I initially indentified the satellite launched today as Yantar-1KFT/Kometa based on information posted by Rosaviakosmos at its website. But when I posted the news piece today, a reader pointed out that Kometa orbits have different inclination - 70.4 degrees. 64.9 is more like an Orlets recon satellite. I guess we'll have to wait until Ivan Safronov publishes a story in Kommersant tomorrow.

It turned out that it is not unusual at all for Kometa recon satellites to be launched into orbits with inclination of 64.8 degrees. Of 20 Kometa satellites only eight have been launched into a 70.4-degree orbit (Cosmos-1608, Cosmos-2021, Cosmos-2078,...
