Now that the Strategic Rocket Forces are getting their own space launch capability, nothing would prevent them from selling their services cheap, undermining the market. Which is quite understandable - the ICBMs that will be used as space launchers are essentially free. The reaction from the Federal Space Agency is also hardly surprising - the agency doesn't like competition.
