It looks like the Russian government decided to open its "closed cities" ("closed administrative-territorial entities" or ZATOs). I cannot find the actual government decree, but it has been quoted as saying that "closed cities" will cease to exist on January 1, 2006.
This will affect all closed cities - from well known nuclear cities like Sarov to military bases like Uzhur-4. But don't start booking hotel rooms yet - the cities will just lose their special administrative and budgetary status, not the fence around them.
