At 12:25:58 MSK on November 28, 2011 (08:25:58 UTC), the Space Forces conducted a successful launch of a Soyuz-2.1b launcher from the Plesetsk launch site. The launcher, equipped with a Fregat boost stage, successfully delivered into orbit a Glonass-M navigation satellite.

The satellite has been given Cosmos-2478 designation. It received international designation 2011-071A and NORAD number 37938.

The new satellite joined the Glonass constellation that currently consists of 23 operational satellites and eight satellites either in tests, undergoing maintenance, or in reserve. The satellite has been deployed in the third orbital plane of the constellation.
