The Ministry of Defense just conducted an inspection of the missile division in Yoshkar-Ola. As one would expect, the official conclusion is that the division is in good shape. But the actual results seem to tell a different story. The commission report is quoted as saying that "up to 60% of all assignments got 'excellent' and 'good' marks". It's hard to tell what this exactly means unless you know what kind of criteria they used, but to me it sounds like the division failed a very large fraction of the tests.
