In preparation for the meeting in Kennebunkport, Russia and the United States have signed the so-called 123 agreement, which will regulate their civil nuclear cooperation. According to Steven Hadley, the U.S. National Security Advisor, the agreement was signed on Friday, June 29th, in Moscow and Washington. It appears that the agreement is not yet in its final form, but it's a major step forward.

Well since the US is the largest buyer of Russian exported nuclear fuel at deep discount - it can only be a `good deal' from the American perspective. The Russians view it as a co-venture to provide hard currency.
