The Cosmos-2423 photo-reconnaissance satellite of the Don type, launched on 14 September 2006, completed its mission on 14 November 2006. Following what appears to be the normal practice for satellites of this type, the spacecraft was destroyed on orbit. Most of the fragments are expected to enter the atmosphere in the next few days.
The earlier than usual termination of the mission and the number of fragments generated in the process raised questions about a possible malfunction of the satellite, but at this point there is no reason to believe this was the case. The Space Forces announced that the satellite had completed its mission fully and successfully.

Do you have a time or timeframe (ealy morning, late afternoon, etc.) for the termination event?

It's hard to tell. TLE data do not show a clear anomaly around the time of the fragmentation.
