According to reports in the local press in Orenburg region, the Kosmotras company, which markets SS-18/Dnepr launches, signed a contract with Bigelow Aerospace for two space launches from the Dombarovsky site. The launches, which are to take place in 2006, will probably be the first space launches from the site, which was just recently certified to conduct missile launches.
The only launch so far was the test launch of an SS-18/R-36MUTTH missile in December 2004, but it was always assumed that the site is going to be used for space launches. It will probably get by its "civilian" name, Yasnyy, while the missile base, which will still be operational, will keep the name Dombarovsky.

The Kosmotras website (http://www.kosmotras.ru), under the 'news' tab, also mentions the two Dnepr launches from Dombarovsky/Yasnyy. It also mentions infrastructure upgrades, to include: a Spacecraft Assembly, Integration and Test Building that will host clean rooms and a fueling station, a hotel and administrative building with the dining facility.
