Russian-Indian agreement on Kudankulam

Russia and India signed an agreement that commits Russia to build four additional power reactors at Kudankulam. It appears that one of the conditions of the contract is that Russia will supply the reactors with fuel and then will take spent fuel back. It is expected that the reactors will be placed under IAEA safeguards under the India-IAEA agreement that is being negotiated right now.

It is not clear whether Russia will wait for the NSG ruling that will make an exception for India. This issue presented a problem just a month ago - Russia and India were prepared to sign the agreement in January 2008, but it was called off, probably by India, which wanted to get consent from NSG first. Russia was reported to be reluctant to go ahead without NGG blessing as well.
