Russia and Iran will set up a joint venture company to operate the reactor in Bushehr. A Rosatom representative was quoted as saying that the joint company will provide training to Iranian operators who will gradually replace Russian operators.
This is an interesting trend toward a situation in which a foreign company not only builds a reactor and provides it with fuel services, but also operates it. The expected Russian-Iranian venture does not seem to go that far, but it is getting close.
