Angarsk will be under IAEA safeguards

According to Sergei Kislyak, Deputy Minister of Foreign Affairs, Russia will offer the enrichment plant in Angarsk to IAEA safeguards. Kislyak was quoted as saying that "The center [...] will be under the constant surveillance of the IAEA."
